How Illinois withholding works
Illinois uses one rate for everyone: 4.95%. Your employer annualizes your wages, subtracts $2,925 for each basic allowance and $1,000 for each additional allowance you claim on Form IL-W-4, applies 4.95% and divides by the number of pay periods.
Does Illinois tax 401(k) contributions?
Traditional 401(k) deferrals and Section 125 benefits aren't subject to Illinois withholding, so they lower your state tax as well as your federal income tax.

Illinois cities, including Chicago, don't withhold a local income tax from employees' wages.
